It seems that Austrians and Germans think it's most polite to let people be at peace, not interfere and not get involved unless they need it or are asked for it.
You can not automatically count people asking if you're lost or helping you carry your stuff. They assume you'll be in control of it. But if you need help, you just have to ask - Germans as well as Austrians really want to help.
